Legal Aid Careers: LSC Grantees, Salaries and PSLF

Short answer: Most civil legal aid lawyers work at nonprofits. The Legal Services Corporation funds 129 of them, with more than 900 offices in every state, D.C. and the territories (LSC). Congress passed $540 million for LSC in FY2026, down 3.6% from $560 million (LSC). The 2023 median entry-level salary in civil legal services was $64,200, the lowest of the public service sectors NALP tracks (NALP Bulletin, May 2024). Public Service Loan Forgiveness takes 120 qualifying payments while working for a qualifying employer (Federal Student Aid).

Fast facts
  • Reach: LSC grantees served over 6.4 million people (LSC).
  • Clients: at or below 125% of the federal poverty guidelines (LSC).
  • Entry-level medians (2023): civil legal services $64,200; public interest groups $69,499; public defenders $69,608 (NALP Bulletin, May 2024).
  • PSLF employers: government, 501(c)(3)s and some other nonprofits; not unions, partisan groups or for-profits (Federal Student Aid).
  • New PSLF rule: effective July 1, 2026, employers the Education Department finds to have a "substantial illegal purpose" lose qualifying status (Education Department fact sheet).

  • Salaries are as of Oct. 1, 2023, from 129 employers, and 55% of respondents were in metros over 4 million people, so expect lower pay in smaller markets (NALP). Older survey releases are listed on NALP public sector salaries.
PSLF basics
Getting hired
  1. Build a record in the practice area (housing, family, benefits, immigration) through clinics and summer jobs.
  2. Apply for fellowships and staff jobs at the same time; fellowships are covered in the Skadden and EJW guide.
  3. Many organizations post openings on PSJD; PDS also suggests setting a PSJD alert (PDS).
  4. Expect slow, need-based hiring. TLS members explain why in Why legal aid staff attorney jobs are hard to get and Want to work for Legal Aid or Similar Organization.
