You will easily get into Penn, UVA or Michigan ED with a 170. It may not be advisable to pay sticker at any of those places, but you have a serious IP background so that might change the calculus a bit.

Don't ED. Maybe retake and shoot for 175?

Either way, you basically shoot yourself in the foot for scholarship if you ED. With a 170 you'd probably get into a number of those schools RD anyway.

Yes, the only ED you should use is for Northwestern since that comes with $150k. And even then only if you want to go there. You'll have a good shot at the lower t14 RD so don't pay sticker

UPenn - 50/50
UVA - 70/30
Michigan - Admit
Northwestern - Admit
Georgetown - Admit
UT - Admit
Vanderbilt - Admit
USC - Admit
UCLA - Admit

UPenn ED: 50/50
UVA ED: Admit
Michigan: Don't ED

*Disclaimer: Probably shouldn't ED to any of the EDs you are considering due to lack of scholarship

Yeah, don't ED to any of those. Doesn't increase your chances of anything except paying too much for school. And I actually would rate your chances at Penn a bit lower, given how much they seem to favor high GPAs.
