Congrats on your 173! Splitter cycles are notoriously hard to predict. So, expect just about anything, I'd say. Also, please be fully prepared to sit this cycle out and reapply if you don't end up with a good option this cycle.

That list looks pretty good to me. Given your career goals, it sounds like the DC schools should be at the top of your list. You may be able to finagle some money out of GULC but I can't imagine you won't get big money from GW/GMU/American/Catholic. It's not always the best idea to attend the top ranked school you can get into. You will probably get into Northwestern for example, but that may take you farther away from your career goals.
