I believe it will count as an F only if it is a punitive withdraw, though someone more knowledgable should correct me.

I think you should retake. Did you do any studying besides taking practice tests? I know it seems like twelve PTs is a lot, but I think many people who score in your preferred range take many more tests than that.

169 is one point away from a 170. I don't think there is a bright red dividing line. But I'm not an adcomm.
