Your LSAT score is already top notch, but I would definitely retake the exam again if you're PT'ing 171-173 right now. Try to really max out your score in June. Don't ED anywhere as a URM applicant as well. Your outcomes as a URM are less predictable (you may get into a higher ranked school than you anticipated). As well, you would lose all leverage in regards to obtaining/negotiating scholarship money.
I feel you in regards to depression and can tell based on your LSAT performance alone that you have come a long way. I'm not sure if it something you may want to disclose in an addendum statement explaining why your GPA is low. That is a completely personal decision on your part. I've personally struggled with anxiety through UG but it fortunately didn't significantly affect my grades too badly. So I never provided such a statement. If you feel compelled to provide one though, be sure to show that you're completely recovered and much better.
Overall, retake the LSAT, get a 173+, and blanket the T-14. I'm not sure if you'll get a T6, but you'll certainly get some schools to bite in the mid to lower t-14 (with $$ as well). Good Luck!

If you're comfortable with it, I would definitely include an addendum or weave your "depression narrative" into your personal statement to explain the GPA. I'm an MA, also, and got in at Chicago $ was waitlisted at Columbia and got solid cash from Cornell-169 LSAT but with a GPA close to 4- You might have a good cycle with your current stats but increasing that LSAT by a few points would open up your options in terms of schools and scholarships
