A Super Splitter Hypothetical
I have a friend who has become interested in law school admissions. I didn't know how to answer his question, but he put forth the following hypothetical when he asked me: Would it be possible for a student with around a 2.0-2.3 GPA in Computer Engineering and a 180 LSAT to get into any of the T14 or even T20 school?

It'll be a roll of the dice. I have a 3.5 and 180 and adcomms are raising their eyebrows at my GPA. I can't even imagine how concerned they would be about a 2.X.
Tell your friend that they need to study their buns off for the LSAT and make no plans until they have a non-hypothetical score in hand. If they do end up with a good score then they should apply over the lower T14 and cross their fingers.

He has a shot at NU and GULC, but IMO, his chances at those schools will be vastly improved if he gets a couple years of WE first. I'd suggest he get a job with some interaction with hardware engineering and/or electrical engineering, as that would basically guarantee him options in biglaw IP when he does enroll in law school. (Not sure how attractive programming experience will be in the future because software is of questionable patentability at this point.) FWIW, my GPA was 2.8, and with a strong LSAT, I was admitted to both NU and GULC.
