Odd mix?
UGPA: 2.016, NC State, History
LSAT: 175
Graduate GPA: 4.0, MPA
Long story short, I had an undiagnosed brain tumor as an undergrad, and it sort of torpedoed everything. Worked for 10 years since, did Peace Corpa, wrapping up an MPA now with straight As.
Want to get into the best program I can, but don't want to waste application time and money. Dream program would be Cal, Duke, or Columbia.
Remotely realistic?
LSAT: 175

I don't think any of those are realistic. Northwestern.......maybe? I've never seen numbers for someone who is this much of a splitter.

I'd say ED UVa, and also app Northwestern and WUSTL. Your W/E and story may help you overcome the GPA. Honestly it's tough to say because you are such an extreme splitter. Blanket the T25 and hope for the best. To mitigate the application fees, make sure you e-mail admissions departments and ask for a fee waiver.

You are the rare person for whom the GPA addendum might make a huge difference. Blanket the T14, you will get bites, I'd bet money on it.

is that an lsac calculated ugpa?
have you contacted your ug to see if there's any route to having some items removed?
this is such an unusual situation that your cycle may be unpredictable
i mean it's really beyond rare, idk how accurate our advice can possibly be here
my gut instinct is that t14 is out
maybe apply anyways, and speak to admissions on the phone (or in person if possible)
i'm assuming you have medical documentation, bring/send that
good luck

also, just to reiterate, going in person where possible would be a good move
admissions offices are swamped, they're buried under an avalanche of thousands and thousands of applicants
you want to make sure they really understand your situation and are giving your application due consideration
