Since cost isn't an issue, you should apply from CCN on down. You might be able to sneak into a few T14s by virtue of your military service. I know you don't want to retake, but even one or two more points could make a HUGE difference in what schools you get into.

If you're set on urban, I'd do something like this:
Harvard
UChicago
Columbia
NYU
Penn
Northwestern
Georgetown
Texas
Vanderbilt
USC/UCLA
and maybe some lower ranked schools

Here's the difference a few points on the LSAT could make for you (your military service will probably help you outperform your numbers slightly):
