i'm not sure that a 3.91 from a "no name onlineish university" would be weighted as robustly as a similar gpa from a better known / ranked institution. that said, as far as numbers reporting goes for law schools, your 3.91 is great.
169 will be the only score that counts.
get your apps in as soon as possible, but preferably not with a poor PS... have someone you trust (both common sense-wise & intellectually) look it over and give you feedback, then fix it up and send it in.
