Purely anecdotal, but I have a very similar profile and nabbed both GWU and GULC last cycle. Good luck!

My only advice is don't artificially limit your apps based on your numbers. I had a GPA only ~0.1 higher and 2 points lower LSAT and landed Berkeley. I almost didn't apply because "no way they'd take me." Apply anywhere you might think will work in your situation and see what happens.
Also was in at WM with my numbers. Did not apply to GULC, but got the soft ding from UVA (wait list).

WM's job prospects aren't especially great. Literally 2-3 more points on the LSAT would put you into UVA territory. I'd seriously consider retaking in October.
UVA for free is a way better thing than WM for free. The two don't even compare.

You'll probably get into UW, which might be a good option if you're going to stick around the NW. It's also possible (though really annoying) to take the ferry over from Bremerton every day.

Yeah, I don't think the ferry would bother me too much. I figure if I'm just sitting in a parked car on a boat I can at least get studying done.
