You're obviously be applying very late in the cycle, which is normally a bad thing, but this cycle is very different from others, given the large decline in total applicants and the disproportionate decline in high-LSAT applicants. Your chances are much better now than they would have been three years ago, but no one can do anything but guess to what extent applying this late will damage your chances.
Normally, you would be looking at a roughly equal shot of getting into CLS outright or ending up on the WL (and possibly getting in later). You would be a virtual lock for NYU. Penn would probably WL you for yield protection purposes; you'll need to write a very convincing "Why Penn?" statement to avoid the WL.
These are the results you could expect from applying in early December. Like I said, no one can say for certain what effect applying in mid-February app will have this cycle.
