No, not a lock at UMN. They use LSAT cutoffs that seem to vary from year to year. It has been at 167 in the past, but no guarantee it will be this year, especially with a 3.49. Sorry, but you are wrong, although OP does have a shot there.
Fair enough, although UMN is trying hard to stay in top 19 spot... Where are you getting those stats? 167 is median for class of 2013 from what I have seen, and 3.49 is well below their 3.7 median GPA. And precedence says the OP is in at UMN. From 2007 - 2012, 25 people with 3.4-3.5/167 applied to UMN. 23 were accepted, 1 was WLed, and 1 was dinged. That looks like a lock to me.

Edit: I just checked and for the c/o 2015 the LSAT spread is 158-167-168. Also their GPA spread is similar at 3.36-3.8-3.89.
