Lower T14 up to Michigan/Virginia I think you will get some money. Maybe substantial money from the likes of Gtown and Cornell. I doubt you will get money at Penn or Columbia, but I would go to Penn ;)

Doubtful on the $$$ from Penn, the GPA seems too low even in a down-cycle.

You won't get much money anywhere but apply broadly and negotiate your way up. Penn might leave 25K on the dresser for you.
