There's really no "quasi" URM, it's an on/off switch thing. But either way, don't aim for any of these schools (mostly because you won't get enough money to justify going.) Retake, and ED to UVA -- and you're going to need at least a 171 or so.

Non-PR/MX Hispanics have gotten sporadic boosts but I wouldn't call yourself a quasi URM. You might get a slight boost, you might not. I wouldn't count on it but I wouldn't be entirely surprised if a small one happened at some schools.

My boy is a URM - 3.7GPA/160 and got GW early admit scholarship...from what I see online (fwiw) they only take like 3% of applicants.

Alright, well thanks everybody for chiming in; I'll probably have to adopt a slightly more pessimistic list of schools to apply to.

As a quick aside...could I get a full ride to Yeshiva-Cardozo or University of Miami?
I'll probably get accepted to Cardozo...right?
