I have some friends on TLS who have similar numbers but went to state schools. Schools like ASU, SDSU, etc.

I am about to graduate from UCSB which is a top ten public.

How much better of a cycle can I expect to have because I went to a top ten public all things being equal.

It wont affect your cycle at all. LSAT and Gpa are all that matters.

2) Learn to use the search function to unearth the over 9000 threads about this very issue, 2-3 of which alone have been active in the last couple days.
