First thing you need to do is to write a LOCI to UChicago explaining that your SO will be in TFA in Chicago and therefore it is your #1 school and you will matriculate if offered admission. This is important for them to know, as it is a circumstance that is unusual and may cause the Dean to me more lenient on your application. Do this for UPenn as well if you are waitlisted (Although I wouldn't say both are your #1).

You're numbers show a good chance with ED.

Honestly, I think you're in at Penn this year. But if for some reason you aren't, ED Chicago next year if that's what you want.

I was waitlisted at Chicago ED, so if you're looking for a sure thing, go with Penn
