According to LSN their 25th percentiles are 161 and 3.3, so it probably depends on your softs and when you apply in the admissions cycle

I guess nobody wants to say this, but no, your chances aren't good.
Granted, URM cycles are unpredictable, and being an AA male provides the strongest URM boost, so take that "no" with a grain of salt.

Also, the school information on LSN is outdated. Looking at the graphs/applicants of the most recent cycles will be a much better indicator of your chances.

BTW, OP, I don't think your chances are too good. Looking through LSN, Fordham hasn't accepted anyone below 157 in the past three cycles (admittedly, this sample size is very small). GW has accepted some, but their GPAs seem to be higher. I'd try for both, as URM cycles are difficult to predict, but I'd hedge my bets by additionally applying to some lower-ranked schools.
