As to your question, you'll probably need to score on the high end of that range to be admitted to a T14. 3.5 is below every T14 median, but I can see acceptances to a Cornell or Georgetown if you score 171 or 172. Maybe even higher-ranked schools if you ED with a score like that.
(Ignore this advice altogether if you end up applying as a URM.)

What kind of Hispanic are you? If you're not Mexican American or Puerto Rican, you might be out of luck. Being half-white doesn't matter. Check out the URM forum.
