These are not happening without a retake. Period.
For ND...write a why ND essay and let them know that if it is financially feasible, that's where you want to go. I'd estimate that you'd get in with 12-18 k/year depending on how much they like you (and if you're waitlisted, you'd probably get pulled with a similar scholly)
As for safeties, that word should not be in the law school applications dictionary (and I learned too late and wasted a bunch of $12 LSAC application fees.) If you don't get into a school that you would be happy with, retake and reapply. Its too big of a decision and too much of an investment to not go to a school that fits your goals.

You should be in at Emory and have a good shot at W&L...WUSTL is not happening without a 168+
The reaches are very unlikely...you might nab a waitlist or two, but you'll be at the lower end of the waitlist candidates and it would be very unlikely. Honestly, regardless of what I say, you are still going to apply to them (I know I still applied to Vandy and Cornell despite my 2.9). I'd recommend Cornell/Vandy/UCLA/USC/UT as your "reach schools". You have a shot at grabbing a WL off these schools, and then you could try to work and get off of it. You are auto-reject at every higher ranked school.

You're right on the borderline for NDLS. If our GPA median goes up a bit, you may have problems though. Definitely write a strong Why ND essay. I would retake though if you PTed in 170s.
