Don't ED anywhere. Flood the top 14 and try to leverage scholarship money. You're set somewhere in the T14.

Firstoff, congrats on your score. Secondly, if you receive fee waivers from any top 50 schools, send them an application. You shouldn't limit your options. Definitely apply to every school in the top 20. Finally, there are only a limited number of URMs who score 165 and over on the LSAT, so be very proud of yourself. The thing is, if you ED, you run the risk of forgoing significant scholarships @ T14. If you are really keen on attending CCN, then ED to one of those. Okay, maybe I should clarify a little bit.
I would obviously be happy with any scholarship opportunities presented to me, but I guess my primary goal is to get into the best school possible regardless of financial considerations. Taking this into account, would it not be in my best interest to ED at Columbia, NYU, or even Penn to increase my chances of cracking the T6? Without an ED I feel as though the T6 is near impossible...

If I were you, I'd ED to one of CCN. But I'd do it only if I were really confident in my essays, LOR, etc. According to LSN, your chances as MA URM aren't really good for CCN, let alone HYS.
This is based on <10 MA URM users on LSN. If you want to get a better idea, you should pull up every user you can find with similar candidate profiles.
