How many times have you taken the LSAT? I would strongly suggest retaking. If you could get up to 164-165, you have a good shot at multiple schools in the T30. Even with your current score an early application would put you in good position to get into American, but those extra 4-5 points could mean $$$.

Broad question, depends on your score and desired region. Pretty much any school where your LSAT is at or within 2-3 points of the schools median is possible, barring those with 3.0 GPA floors (just check each school's graph on http://www.lawschoolnumbers.com)

Honestly though, my suggestion is to put everything into studying for the LSAT. There are relatively few high scoring URMs, so a good score can move you pretty far up in the rankings. I had the same GPA as you and got a 168, will be attending a T13 school this fall. So, right now, the three most important things to you should be LSAT, LSAT, and LSAT
