If you apply early, you have a shot at NYU even without ED. Assuming that you apply early you will get at least one of MVP as well.

if you scored within 3 to 4 points of your pt average- then it would be a crapshoot to do better on a retake, especially once you get to the 170 range. WIth your gpa, unless you think you can get into the mid 170s on a consistent basis, then i would send them off asap. for next cycle.

I think you are in regular decision ( especially if you write a why X essay), and if you blanket the top 14 and other schools in your targeted region you should see some great acceptances and scholarship offers. I dont know if NYU offers any scholarship options for their ED canidates. If you are debt averse then dont do it, but if the sticker shock isnt a worry and your heart of hearts is dead set on NYU ( and you would rather go there over HYS, and would consider it okay if you were to go NYU or no law school) then go a head and ED- but i dont thinkyou need it.

I would apply to t4-t13 (You're almost assuredly out at HYS without a higher LSAT). You should be in at P, M and maybe B. Probably a WL at V, although you might get in if you apply early. CCN aren't a lock, but you have a shot. You should also be in at DNC, maybe with $$. Make sure to write strong Why X essays, especially for MPV, and a very targeted 4-page PS for B.

Of course, all of this changes if you're a URM.

Also, be sure to apply EARLY in the cycle if you're not retaking. Retaking could definitely boost your chances, but if you don't score better (which is very likely in your range) it will hurt you and you have great numbers as it is.

Also, make sure to write a meaningful "Why X" essay for every school below NYU. T6 schools know good and well why you're applying their so there's no need to waste time with one.

If you do really want to go to NYU, I would strongly suggest EDing. You would be paying sticker either way with your numbers, so you could close off the cycle and be done with it. The only school better than that that you could possibly get into without a waitlist first is Stanford, but that's only because the school is a crapshoot and assumes you have fantastic softs and most likely work experience.

Vanwinkle's thread on Why X Essays is a good place to start and should answer a lot of your questions. You can also try running a search for Why X essays or Why (specific school) essays.

For the targeted Berk PS, they give you a much longer page limit than other schools (I believe it's 4 pages) and they really like to see you use that space to discuss how Berk fits into your academic and professional goals. They're a very PI oriented school, so it helps if you're going in that direction (though you don't have to be). Whether you the same PS for Berk and other schools depends entirely on the subject matter. If it's something that makes it easy to tie into your desire to go to Berk then it should be fine. If it's about something totally unrelated, then you'd probably need a different one.

There's also the option of using the same, shorter PS as other schools and submitting a separate Why Berk addendum, but other people should weigh in on whether that's advisable, because I don't really know.

I think he has a good shot at getting in at one of NYU and lower....but if he wants NY I think its bad avice to suggest anything but ED--a 169 is their 25%...with ED he has a decent chance...not great...but without almost a certain never ending WL

I am your numbers twin, same LSAT and slightly higher GPA - got into NYU RD w/ 25k but applied super early. Went complete around mid-October.

ED will give you a boost, though not much of one. However, you're so on the edge at those schools, especially NYU, that it might just be enough to push you over the top. It might even push you over the edge at Columbia, but that's really tough to say.

Chances are VERY low that you'll get any merit scholarship at CCN. The highest schools you'll get money at are MD and maybe B, and even that won't be more than $20k / yr if that. You should start to see real money around the Vandy / UT range and full rides to T20 schools. If you would rather take money than pay sticker at CCN, don't ED. If you would rather pay sticker at CCN, pick one and ED. You will have a better chance and your cycle will be no stress.

ive seen someone this cycle who got into H with GPA similar to yours and 169. So I guess you should take a chance and try.
