I applied to Loyola New Orleans part-time evening program. I have strong recs (State Supreme Court Justice and President of the University that I graduated from). I also have a good PS. I also applied to Mississippi College. What are my chances?

Not good from this small sample. It looks like they don't take people with sub 150 LSATs.

You should retake the LSAT.

Unless you're URM or won a nobel prize, your chances are not very good. You're below 25th for both numbers. The people who write your LORs plays very little role in your application and if they wrote some generic stuff, it won't be enough to overcome your numbers.
