I just discovered this board, and this is my first post.
My details are below:
-25
-graduating ug this year; took about 8 yrs off and on
-steady, decent public service work experience
-lots of w's/d'/c's on transcript - some semesters are 4.0, others are 2.5 - def have a grade addendum
-urm: aa
where should i aim? any idea how my transcript will play out?
would love to remain on the east, but no further than the midwest.

Shoot for all the top 20, that is what you are likely to hear here and they are right, you are probably golden at Cornell; just apply to the reaches you like and don't expect to get into them all

would it be worth it to give the lsat another shot? that was my first score from the OCT 2010 test.

that is a pretty high score and the gpa is a wee bit lower than most of the top 10, but I say go Northwestern. You are probably in at Northwestern if you can still apply there for next Fall I do not know.
Also try Georgetown, and Washington U in St Louis is a lock I bet, USC and Cornell, too.

Using last year's repeater data, I'd so no.
50/50 that you do better/worse. Except worse holds a chance of dipping into the 160s.
