Safeties? With that GPA you/she will be struggling to get in anywhere decent at all. I'd suggest splitter friendly schools like WUSTL, Illinois, Minnesota, and Emory - one of them might bite on the 167 - and a few lower-ranked schools in the desired geographic location.
