From what I've gathered from posters on this site, you should be fairly competitive even with your retake. I guess in recent years they're not considering the lower score as strongly and even if they average, you're still not dead in the water.

Since they report your highest score, they mostly only consider your highest score.

Most schools outside of HYS take the highest. Even Boalt.
You should be fine. You have quite a bump there, and you may want to address it (if you have a good reason aside from preparing more).

HYS are out, but you should get into at least 1 of CCN, and several lower T14s.
