I have strong softs.
I'm almost positive I'll get into NYLS, Hofstra & CUNY.
What do you think the chances are for Seton Hall & Brooklyn Law?
For these schools I've tailored my essay to talk about my interest in Health Law and both schools have great centers in that field.
Any recommendations on ways to improve my chances too?

Retake or don't go. Those schools don't provide job prospects to justify the debt.

Re: 159/2.9
I applied last year with 159/3.8 and wanted to give you some input regarding NY schools. I got accepted to CUNY, NYLS (20,000/scholly per year), Hofstra (25,000). NYLS had some pretty strict scholarship requirements and Hofstra was top 40%. I'm not sure if cost is a concern, but I decided that neither school was worth it.
Didn't apply to Seton Hall, waitlisted at Brooklyn. Good luck!
