I would apply to everything lower than columbia. Check Lawschoolnumbers.com people have been wled with your numbers at columbia.
Apply from CCN down to USC. Then choose 1 or 2 schools in the WUSTL/emory/nd/uiuc/gw range. You will likely get a lot of money from them.
Then negotiate scholarship. My guess is that UCB will take you. They are gpa whores.

Any chance you could improve on a re-take? That is a great GPA, but you are kind of a soft reverse-splitter with your LSAT/GPA combo. 167 is a good LSAT score, but it is just a little low to be looking at a whole lot of $ to a top 10 school. If you could get a modest improvement (3-5 more points) you'd have an outside shot at CCN and you'd get some scholly money to MVPB.
If you have maxed out and 167 is truly the best you can do, then I'd say sprinkle the lower half of the T14 but be ready from WLs and rejections from schools like MVP. I think you'll get into DCG with some money, and I'd also apply to some schools outside of the T14 in regions that you might wanna work in.
