Well, Penn does accept in that range, but your chances are not great. Why not try Virginia? They are a peer school to Penn and accept in that range a bit more regularly.

As for getting in to Penn, they require a specific Penn essay (in addition to the personal statement). There are a couple of different topics you can choose from. You can do a 5-year plan essay, for example, or something else. But if you are ED-ing, my hunch is that these essays matter less.

Not quite. If you look at this year's law school numbers, then it might seem that way. But if you look at years past, they do seem to go down to 3.0 sometimes. Still though, these lower GPAs seem to do better at NW, UVA and G.

those were my numbers. i wrote a supplemental "why penn." got in regular admission and was invited to apply for named scholarships. good softs.
what does the 3.8 graduate gpa mean... did you already get a masters? if you specify in your supplemental essay that they're you're first choice, and you have those stats with a master's degree under your belt... i would be optimistic, even with regular decision (which, if you want to be able to negotiate for $$, might be a good idea).
