I have a 160 3.85 and was accepted to Penn State with a $60,000 scholarship and was wait listed at Ohio State. I applied to both schools in mid January. I heard from Penn State a week later with my acceptance and heard from Ohio in April. Applying earlier probably would have helped my chances at Ohio, but they were both last minute applications (I sent in my first round of applications in November). So basically, I think you have a good chance at Penn State with some money and a good shot at Ohio too based on my experiences.
