Your housemate needs a higher LSAT score for this list.

Probably in at William and Mary, maybe Fordham. If he's got ties to Notre Dame Law, maybe he'd have a shot there, with a compelling Why ND.

Might want to toss in a few more realistic schools, such as Indiana, Iowa, Ohio State, etc.

I don't think T14 apps are going to be worth the cost. Virtually no chance, without huge softs or URM (And OP's softs sound very average). If he can retake and get 168 or so, the lower T14 would be worth a shot.
