I like U of C for you. Maybe throw apps to CLS and NYU and maybe one of 'em will throw you a nice scholly...

With a 173, you should have a shot at higher schools. I think it's worth applying EA/ED to a few places in the fall. You will almost certainly get into GULC again if you apply next year.
I wouldn't even consider UMN if you want to do DOJ honors and unless it's a full ride. Don't let USNEWS fool you- UMN is a great school, but its placement is not top 20.

I like your chances at getting at least one of CCN next year. You'd be probably be paying sticker or close to it, though. If you're comfortable with that, you might consider ED at U of C or NYU. (Little big iffier at Columbia, but still decent odds).
Also, some school in the MVP or DN range should give you around a half-scholly if you can avoid yield protection. Not sure how to do that, since I wasn't able to, but maybe you can write a convincing addendum or something.
Don't go to GULC for anything less than $75k-$90k scholly.
I had similar numbers (a little higher GPA) and got $90k from GULC.
