Can I be fairly certain that my ED to Columbia will be rejected and wouldn't thus just be delaying my chances at
Penn and possibly giving up my spot to another student?

So ED1 to Penn and RD to Every T14 except Harvard, Yale, Chicago, Northwestern and UVA?

Can i Apply to Penn RD and change it to ED?
