WA has one of the strictest domicile laws in the country when it comes to this...unfortunately, you have to be a resident of the state for 12 consecutive months for non-education purposes to get in-state tuition. Dean Le did tell me in person that some folks defer admission one year and move to Seattle in order to establish residency, so it seems like it's a thing that's understood and granted.

Were you an officer? I used all but one year's worth of Post 9/11 on my undergrad. So my 1L year is covered.
