Based on TLS threads, two years ago notifications started on 31 October, last year they started on 17 November. I saw somewhere it was 8-12 weeks after application complete to get an answer, but it looks like early appliers get a quicker answer. I applied on the first day it was open, my status checker has a "complete" date of 21 October, and I'm under review. It seemed like those people that heard back 11/17 last year went under review much earlier-in the first week of October.
