I'd recommend checking out mylsn.info. They have a ton of data you can mine to try and get a sense of what "normal" is. Just filter for your LSAT/GPA stats and restrict the search to "URM only". That should give you a decent idea.

See I'd personally take Hamilton over anything else, but I gave up on the idea, as most recipients have a 174+ lsat score. But with that 3.3/165 NYU full ride, I may start having hope again.

I have a friend who is reapplying but she applied last cycle with an upper 15x LSAT and like a 3.6x GPA and still got waitlisted at the lower T14 schools (Cornell and NU definitely, idk about others). I suspect at least part of it had to do with being a good writer.

Since I have not really gotten a direct answer, should I just assume scholarships for URMs can be as sporadic as acceptances?

I'm not sure what your URM is (I'm a URM as well), but it's really unpredictable. I personally have seen URMs at my UG who do receive full rides, or close to, with numbers that if a non-URM had them, they wouldn't get near that much. Definitely check out the URM cycle threads, you'll be able to read from the perspective of people who are actually URMs who know how things play out.
