Negotiating In-State Tuition

I have a scholarship of about 85% at UC Irvine. Very generous. While I do have acceptances and some scholarship offers from higher ranked schools, including numerous t14 schools, none are as for as much as UCI. Can I try to negotiate a full-tuition + stipend? If not, what about just an in-state tuition rate (which would basically be full tuition)
