I think you may be forgetting something key - Georgetown really wants to admit people in these coming weeks that are the most committed to Georgetown (and who will most likely matriculate when extended an offer). I believe in this respect, someone on the regular waitlist who is more committed than someone on the preferred waitlist might be extended an offer in these coming weeks, while the person on the preferred waitlist is not.
Source: Admissions at Georgetown, who told me every year they pull relatively equally from each waitlist, and that the most important factor they consider is commitment to accepting the offer and likelihood to matriculate.
How do you convey more commitment than others? Isn't everyone saying GULC is the only place they want to go , please let me in etc?
The best way to convey commitment, from what I've learned (besides for LOCI, extra LOR, and "Why Georgetown" essays), is saying to GULC "If you accept me off of the waitlist, I will 100% matriculate. They like applicants who state this, and I'm sure you can imagine why
Because you're expecting to pay sticker, so some people have hesitations.
Exactly. By telling the admissions staff you will attend 100% if accepted, they know they can most likely take you at full sticker if they want and you'll go. Also, this will give them a highly definitive spot taken in their entering class - so less work and scrambling they have to do later on.
I should note though, that some people accepted off the waitlist do receive minor scholarships.
However ethically, I would only say this line to one school only, and if you really mean it and will (most likely) follow though.

Got a feeler call today. They asked for my level of interest and scholarship hopes. I want to believe this is a good sign, but they were very vague. It sounds like some offers might coming tomorrow or Monday. Good luck to everyone!

They were extremely vague, but it sounded like a few offers might be coming out today and then more next week depending on how many spots open up. I tried to ask for more deatails but this is all I got.
