California BL is definitely doable; however, you generally have to have some sort of ties at least to the west or a convincing professional reason to be there. Weather hasn't been bad this year. Also, keep in mind that you will hardly notice the weather during 1L and most people do one semester away from Cornell during the second or third year.

People go all over. Internationally, I've heard of London, Oslo, Paris, Hong Kong and Japan. Many also stay in the US and I know people who did externships in San Diego, DC, NYC, and Phoenix. I think you can pretty much go wherever you want as long as the externship/academic program meets broad requirements.

Yeah that's a huge issue for me. My GF is still in UG and won't be able to transfer. My choices currently are stay put and go to a TT or move to the other side of the country for a T14 education. Cornell 2L here. Man (or lady), in that situation you gotta take the best school for your goals-going to a TT for a GF who's in UG is silly unless you go to BYU and you're 99% sure you're getting married. Yeah those are my thoughts (and hers) exactly. I figure if we can't make 9 months to a year work long distance then we probably wouldn't have gone the distance anyway. I'd be dumb as hell if I turned down Cornell for a TT and we broke up anyway.
