Decisions are probably staggered because they're done by phone call, so probably not a single time of day.
As for the phone call thing, the phone call can take several days. Once the first person says they've gone DLS on the status checker, keep refreshing yours. If you go DLS this early, it's an acceptance.
ETA: Found a 11/30 acceptance from 2011. I think 11/30 is unlikely, but ruling it out is a step too far.

So I saw on MyLSN that there were a few rejections in December so I checked out the profiles and they were all people who scored under 167 (often WELL below) and several had sub 3.0 GPAs. Ok so if I go DLS I'll allow myself to be moderately happy and slightly relieved until I get the call (because let's be real, I'm way too paranoid to accept actual data).
