Decisions are probably staggered because they're done by phone call, so probably not a single time of day.
Decision time of day varies and they don't all go out at once.

As for the phone call thing, the phone call can take several days. Once the first person says they've gone DLS on the status checker, keep refreshing yours. If you go DLS this early, it's an acceptance.

ETA: Found a 11/30 acceptance from 2011. I think 11/30 is unlikely, but ruling it out is a step too far.

I checked the admissions spreadsheets for the last two years and they were all "Accepted" when their decision went out this early.

Ok so if I go DLS I'll allow myself to be moderately happy and slightly relieved until I get the call (because let's be real, I'm way too paranoid to accept actual data). Then again, this is my absolute dream school so...

If past years are any indicator, you should be able to access the admitted students website by the next day, so you may not have to wait for the call :D
