Retake for sure. Get up to a 167/168 and you will be in at UCLA/USC. Don't think you have much opportunity for Berkely(and obvs not Stanford) with that GPA, but none of those schools are worth the money

No one can tell you waitlist chances for sure, it's a toss-up game. However, because you're on "the edge" that also means you're less likely for significant scholarship money. If you're not getting at least 60% of that tuition funded, none of those schools are worth it.
