URM 2nd Wave

Hi Friends,

Apologies if I'm missing something, but could anyone explain to me the logic/background behind the speculation of a 2nd wave composed of URMs. Has this happened before consistently?

Schools shore up their medians... Then they accept URMs to shore up their diversity stats... After these URMs decide where they're going, schools re-shore up their diversity stats...
