I received $30K/year last year and before i ultimately turned it down, i asked for more and was told my the assistant dean that was the most they could possibly give out...

That is actually a REALLY high award for your LSAT score. They DO care more about your LSAT than your GPA. I sincerely doubt you can get more.
You can try, though! If you receive more from a similarly ranked school, call them near the acceptance deposit due date.

True. I meant it more in the way of a 169/3.3 will get more money than a 164/4.0.

The way I see it is that there are fewer 166s out there than 3.67s (Fordhams 75%s). Scarcity has value. Also, applications are down another 20% this cycle, so we could very likely see a decrease in those 75%s.

As a fellow 166er... I sure hope so.
166 is a weird score. 163-165 you're in the mid 60s, 167-169 you're in the upper 60s. 166 and you're in the 60s twilight zone.
