I trying to make a decision between Pitts law ($14,000/yr) and U of H (with no scholarship so far) and I'm very interested in international law.

Which school do you all think is the best choice considering $$ and my area of interest. I'll really appreciate your input.

Take the money. Technically, there's no such thing as international law.

Agreed about international law being a nearly non-existent field, especially for graduates from those two schools.

I would personally take Houston. The school performs very well in its city. I think UH places better in its region than Pitt does in its backyard.
