Leveraging more money

When I am trying to negotiate more money from a school, who do I send my request to?

I would say send it to whatever address sent you the initial offer. However, I did that and the woman wrote me back and said that she was forwarding it to one of the Admissions Deans. I think all schools probably have their own structures for dealing with such things, but as long as you get it in the ballpark there should be someone there to make sure it is read by the right eyes.
