Penn St is on the rise and seems to be offering you allot of $$$$ and so i would say go for Penn State and the $$$$ they seem to be offering you.

The cost for Penn State and Pitt seem to be about the same after the scholly. Are there stipulations on the scholarships?

All else being equal, I think UNC would give you the best education in a great environment. But if money is a large issue, and I don't blame you, the Penn State offer is very attractive. With in-state tuition that's almost a full ride, no?

Penn State is 33k/yr, no difference for in state or OOS, which is unfortunate for me (and others from PA). Hence, with the respective scholarships, tuition between PSU and Pitt are about equal.

Wow, some of the responses...
Anyway, if you're good with staying in Pittsburgh, either Pitt or Duq is fine. Personally, I too am a "pantherfan", but a full ride is a full ride.
You can see from this thread why Dickinson suddenly jumped in the USNWR rankings. Penn State would be an awesome place to go to school, but I have no idea where their grads go aside from Harrisburg. In state tuition? Pssh.
Don't go to Drexel. Their students are getting murdered (not literally) right now. There's a link floating around here somewhere. Check page ~30 of the "In at IU-Bloomington!!!!!!" thread. (Odd, I know.) If you are a PA resident and want to end up around Philly, go to Temple. Can't beat the in state tuition.
All that said, go to UNC if you want to go anywhere else.
