In the choosing a law school forum, someone named tremebound said they also got a Levy. No details and they only have a 5 total posts in the forums. So, from what I've gather, AT LEAST 3 Levy's have been offered. Just throwing that out there.

Maybe they were too flooded with calls/emails yesterday and decided to send the emails after business hours?

You guys have probably covered this already but -
On the admitted students site it says:
"Offers may be sent via email (as PDFs). If a school does not break down an offer as "merit," "need," or a combination, simply send the financial aid award."
Are you all sending pdfs of other scholarships when sending these negotiation emails? Are you scanning letters and converting emails to pdfs?
Or is there no need to go this far? I figure they'll ask to see the letters if they want proof but I don't want to get blown off for not following directions.

I scanned letters and attached them to the emails for all negotiation stuff. I figured I didn't want to slow down the process by making them ask me for them later on.

Berkeley asked for the letters to be scanned in for their matching program. You have to upload a doc in order to submit your matching scholarship application. Granted, that's a different school and a different set up, but I took it as an indication that they would probably all prefer scanning.

Hi, everyone. Long time lurker of the threads, including this one. Some of you seem to know everything there is to know about Penn, so I wanted to get your insights:
I really can't gauge where I stand with Penn and why. My financial aid decision included no money, which confirms my suspicions that they are just not crazy about my application. I’m a 175 (only one take), 3.8 (double major, honors, top-ten program nationally). I have decent softs, and two years of unique corporate WE with a significant international element. I submitted my app in early November but didn’t get accepted until the last week of February, despite acceptances at CCN (plus some money). When they seemed to take forever to make a decision on my file, I sent them a LOCI emphasizing my interest and got in a couple weeks later. If I didn’t make some egregious error on my application, I’m guessing I just failed to communicate genuine interest in going there. I wrote the diversity supplemental essay because I felt it would be far more genuine and aligned well with Penn’s emphasis on interdisciplinary studies. In hindsight, I obviously should have also included the Why Penn focused supplemental.
At this point, I’m not optimistic that they will be at all responsive if I send in other offers. And if I do send them, would it make sense to go through all the reasons I am interested again? Unfortunately, I can’t make ASW, so that could just be another reason they won’t take me seriously. I also can’t take off work at all in the next couple weeks, but will have to make my decision prior to 4/15. Truthfully, I would love to end up at Penn. I’m from DC, want to end up there full time, and have family ties to Philly. I also think the whole program sounds great and well suited for me. Any thoughts on how I should approach this or why I wouldn’t get any merit aid whatsoever? Sorry this is so long, I'm just trying to make sense of all of it

Submit your competing offers, and simply say you will attend the school (due to connections you are privleged to have and your interest in Philly) if they make a comparable offer.
I like your chances after that. Send it after ASW.

Your parents income, and your/your parents' assets are probably the reasons. I you can review your needaccess form to make sure everything is right.
You can borrow the contribution amount in PLUS loans. they just don't automatically group it under loans because some people will opt to pay that amount.
