does anyone have advice as to how to proceed for people like me who just got "hold for further review"? An additional essay like why penn/5-year plan or does the LOCI even apply here, since there is no official decision made yet?

i think the decision is that they are going to hold it for further review. So, i guess that effectively means that I am 'deferred' to RD.
