When did you get your app in?? Based on this thread it seems the vast majority of applicants who got accepted were interviewed (although some very briefly). I would suggest sending in the Why UVA with your app to make it stronger and actually get you that WL (or even acceptance) and then moving towards LOCI if WL'd... Honestly, my PS was basically a why UVA... and then I wrote a why UVA... and praying that I also get WL'd, I'll have to write a LOCI... there's always some aspect you can write about, it's just a task knowing how best to strategize and what exactly to choose.
