Unless you can make a really strong argument for it, I'd leave it out. I had a friend who got a full ride at NYU and explained her scholarship essay that she did not intend to practice law, but her reasons were specific as were her career goals. If it's more of a "general idea' I'd definitely leave it out. Probably would anyway.

You have more to lose than to gain by mentioning it.
Thanks for the great feedback, you guys reaffirmed my worries. I have 3 years of policy work experience, but maybe I will stress my desire to do PI work instead, as that is an interest of mine if I do end up practicing.

To play devil's advocate, I have 3 years of policy experience, used it in my PS, and I got in. UVA is very government/policy friendly. See this year's welcome from Dean Faulk:

Just checked and I'm finally UR as of today. I didn't write a Why UVA and I haven't been contacted for an interview (has that happened for everyone else while they were UR or before?). I don't know what to think, but I'm not at all confident.

I was UR for a week before my interview request, so don't worry!
